The leader of the ZPCI, as seen in the endgame cutscene of Sonny 2.
'The SEED' is a term mentioned by a ZPCI leader during a cutscene at the end of Hew. Little is currently known other than that it is something crucial.
When one of the high ranking members suggested that they use a nuclear weapon, the leader proposed that they must use 'The SEED'. Given the surprise of the other officers, it is suggested that 'The SEED' is significantly more lethal than nuclear weapons are, most likely being a weapon for emergencies only.

Krin said in an interview, that he wanted not to change the story in Sonny (2017), but rather tell it in another way. Thus, we can apply the concepts from this game to the original series. That said, 'The SEED' is probably a beam that can destroy large cities on Earth while also turning the people in the destroyed area into the zombies.
This theory explains why this is considered as an urgent action and how it is going to help ZPCI.
