Ghost Samurai appears during Ishiguro's Rest. They wield Icy Katanas but do not drop them. However they do drop Moon Struck Horrors, the weapon wielded by Sensei Ishiguro, who is likely their leader.

They have high HP, can heal themselves, and use Void which both weakens their target and deals damage over time, making them a very difficult enemy early in the game.
