Strikes an enemy 1 time, dealing Frost damage with 100% of the caster's Power. If this ability hits, it applies the negative buff Frost Arrow to the target.

Frost Arrow: Speed reduced by 80% for one turn. (- Speed 80%)
The Speed modifier is continuous while the buff is active. When the target starts their turn, a charge is consumed. This buff starts with 1 charge when applied.
